In dedicated mode, each user is assigned a specific Cloud PC which they can always access. However, concurrency rules still apply. Even if all users have assigned Cloud PCs, the number of users that can be active at one time is limited to the concurrency allocation. This approach ensures that resources are scalable without wasting licenses on inactive devices.

Think of this as reserving workstation in a physical office. Every employee may have a desk allocated, but not all employees are present in the office at the same time. Dedicated mode mirrors this principle digitally while keeping resources optimized.
